Amendment broadens Federal jurisdiction over sex crimes against children and requires life sentences without parole upon the conviction in Federal court of a second sex crime against a child.
An amendment made in order by the rule, to increase federal jurisdiction over and increase penalties for sex offenses committed against children. The amendment would also mandate life imprisonment without the possibility of parole after a second conviction of a sex crime against a child.
