Amendment permits States to use prison grants to build, expand, and operate juvenile correctional or pretrial detention facilities. \ As amended by the Doggett amendment (A006), language was added that permits local governments, along with State governments, to build, expand, and operate juvenile correctional or pretrial detention facilities.

Purpose:

An amendment to permit states facing exigent circumstances to use the bill's prison grants to build, expand, and operate juvenile correctional or pretrial detention facilities.
