Substitute amendment to the Bunning amendment (A028) sought to prohibit Social Security and Medicare trust funds from being used to pay for union activity at the Social Security Administration and to clarify employee representation rights at the Social Security Administration.
An amendment, offered as a substitute to the Bunning amendment, to specify that the prohibition against the use of Social Security Trust Fund and Medicare monies for union activities should not be construed as denying Federal employees to organize or be fully represented by labor unions.
