An amendment to define the term "emergency situation" as it is used in the bill to mean a situation that is immediately impending and extraordinary in nature, or demanding attention due to a condition, circumstance, or practice reasonably expected to cause death, serious illness, or severe injury to humans or substantial endangerment to private property or the environment if no action is taken.
