Purpose:

An amendment, printed as amendment No. 23 in the Congressional Record of May 23, 1995, to require the Congressional Budget Office and the Office of Management and Budget to conduct a cost-benefit analysis prior to the implementation of the provisions of the bill which abolish AID, ACDA, and USIA.
