Amendment sought to prohibit the use of funds to be used to issue any tax compliance certificate of any individual departing the United States, unless a system is in place to collect taxes, as prescribed in H.R. 1535, which provides tax rules on expatriation. \ As amended by the Archer amendment (A011), the above reference to H.R. 1535 would have been replaced with a reference to H.R. 1812, as reported by the Ways and Means Committee.

Purpose:

An amendment not preprinted in the Congressional Record, that prohibits the use of funds to be used to issue any tax compliance certificate of any individual departing the United States, unless a system is in place to collect taxes, (as prescribed in H.R. 1535) which provides tax rules on expatriation.
