Amendments sought to delete the provisions that repeal the permanent agricultural law of 1949; authorize the USDA to spend up to $3.5 billion to conduct rural development, conservation, research, education, and extension activities; and establish the loan rate for oilseeds at 85 percent of the average price over the last five years, excluding the highest and lowest years.

Purpose:

An amendment, consisting of the text of amendment Nos. 3, 4, and 5 printed in the Congressional Record of February 27, 1996 and offered en bloc, to do the following: 1. delete the provisions of the bill that repeal the permanent agricultural law of 1949; 2. authorize the USDA to spend up to $3.5 billion to conduct rural development, conservation, research, education, and extension activities; 3. establish the loan rate for oilseeds at 85% of the average price over the last five years, excluding the highest and lowest years.
