Page 117, after line 2, insert the following new section: \ SEC. 617. None of the funds appropriated or otherwise made available by this Act may be obligated or expended to pay the salary or expenses of any official or employee of the Department of State to make or carry out any contract authorizing any private entity to assess a charge or fee upon United States citizens for information about United States passports.

Purpose:

An amendment, printed as amendment No. 54 in the Congressional Record of September 23, 1997, to prohibit funding from being used for the State Department to make or carry out any contract authorizing any private entity to assess a charge or fee upon U.S. citizens for information about U.S. passports.
