Amendment offered as a substitute to the Traficant amendment (A010) sought to allow members of the armed forces to conduct reconnaissance missions to assist the Immigration and Naturalization Service and the U.S. Customs Service.
An amendment, printed as amendment No. 2 in part C of House Rept. 105-544, to replace the provisions of the Traficant amendment with new language that would require the Attorney General or the Secretary of the Treasury to submit a formal request to the Secretary of Defense prior to assigning Armed Forces personnel to assist INS and Customs Service personnel in monitoring and patrolling the borders.
