Description: H.Amdt. 690 — 105th Congress (1997-1998)
Amendment in the nature of a substitute was printed as amendment number 13 in the Congressional Record. The amendment provides a soft money ban on both the Federal and State levels for Federal elections; treats issue ads as campaign ads; codifies the Beck decision; provides for FEC disclosure and enforcement; bans unsolicited franked mass mailings 6 months before an election; contains prohibitions and penalties for foreign contributions; and bans fundraising on Federal property.

The amendment seeks to ban soft money; redefine express advocacy to include radio and television advertisements within 60 days of an election; requries electronic filing of FEC reports; and codify the Beck Supreme court decision relating to the use of union dues for political activity.
