Amendment sought to provide that only schools in which at least 35 percent of the students come from low-income families may seek a waiver to use their Title I funds to operate school-wide projects.

Purpose:

An amendment numbered 21 and printed in the Congressional Record to authorize a waiver in the case of a school that participates in a Title I program if the school serves more than thirty-five percent of children from low-income families.
