Amendment sought to prohibit the use of $40 million for a referendum among the residents of Vieques, Puerto Rico regarding further use of the island training range by the Navy; and require that the President certify that all trespassing and other intrusions on the range have ceased and that comprehensive operational training has resumed before economic development funding of $40 million is made available.
