At the end of the bill (before the short title) add the following: \ SEC. __. None of the funds made available in title III for discretionary grants for use in high-threat, high density urban areas and for rail and transit security, under the heading "Office for State and Local Government Coordination and Preparedness__State and local programs", may be used for more than 80 grants.
An amendment numbered nine printed in the Congressional Record to limit to 80 the total number of grants available under the Urban Area Security Initiative, which provides discretionary grants to high-threat, high -density urban areas.
