Amendment prohibits the use of funds to enter into a contract with any offeror or any of its principals if the offeror certifies, as required by Federal Acquisition Regulations, that the offeror has been convicted of, or is currently indicted for a range of crimes, or has delinquent taxes of more than $3,000 within a three year period of the offered contract.
