At the end of division C (before the short title) insert the following: Sec. __. (a) None of the funds appropriated or otherwise made available by this Act may be used by the Secretary of Veterans Affairs to purchase, breed, transport, house, feed, maintain, dispose of, or experiment on dogs as part of the conduct of any study assigned to pain category D or E, as defined by the Department of Agriculture. ***.

Purpose:

An amendment numbered 21 printed in House Report 115-259 to prohibit the Department of Veterans Affairs from spending money on a study that causes significant pain or distress to dogs. Amendment also clarifies that training programs or studies of service dogs are not included in the ban on funding.
