An amendment to the Jones (OK) substitute amendment to reduce defense outlays by $8 billion in FY '83 to eliminate funds for testing and development of new nuclear weapons and delivery systems. The deficit is adjusted to reflect this change. The amendment also reduces funds for FY '84 and FY '85.
