A substitute amendment to the Jeffords amendment. The amendment stipulates that the subsistence stipend may not exceed the minimum hourly wage as provided by federal law, or state or local statues. It also provides that 70 percent of funds for adult training programs and youth preparatory programs shall be used for direct provision of employment and training services. Wages and subsistence stipends and administrative costs are not to be part of the 70 percent.
