A substitute amendment that reduces the deficit by $206 billion over three years by cutting domestic spending $136 billion and raising revenues $7 billion. It increases defense spending $188 billion above the FY 1984 levels. The domestic spending cuts are largely based upon Grace Commission recommendations, with $45 billion to come from sale of Federal loan portfolios to private investors.
