An amendment (no.28) adding a new section relating to State and local enforcement of immigration laws. The amendment adds that except as specifically authorized no officer or employee of a state, country, or other local government law enforcement agency may stop and question, detain or otherwise hold a person solely on the grounds that the person is or may be deportable or excludable alien.
