Expressing the sense of the Congress that the President should ensure substantial equivalence between the number of officials of the Soviet Union in the United States and the number of American officials in the Soviet Union, and to place the similar restrictions on travel, accommodations and facilities on Soviet personnel in this country as apply to American personnel in the Soviet Union.
