Extends through July 1, 1991, the period during which the Secretary of Commerce may grant interim protective orders for mask works fixed in semiconductor chip products originating in foreign countries which are making good faith efforts and progress toward providing such protection to mask works of U.S. nationals.
Authorizes the President to alter proclamations protecting such mask works.
Directs the Secretary of Commerce to report to the appropriate congressional committees by July 1, 1990, on such protection.
