Amends Federal veterans' benefits provisions to provide an increase in the amount of dependency and indemnity compensation paid to dependent parents of deceased veterans when such parents are permanently housebound.
Defines "permanently housebound" as substantially confined to the parent's home by reason of a disability or disabilities which is (are) reasonably certain to remain throughout the parent's lifetime.
