Pecan Promotion and Research Act of 1989 - Establishes a Pecan Marketing Board to carry out a coordinated program of research and promotion to strengthen the pecan industry's domestic and foreign market position.
Funds such program through: (1) assessment on all pecans produced in, or imported into and marketed in the United States; and (2) deductions from grower payments for sales to a first handler. Authorizes an additional special State assessment.
Provides for a program referendum among growers, importers, and grower-shellers.
