Provides for partial deferred payments of lump-sum credit according to a specified payment schedule for certain individuals electing alternative forms of civil service annuities if the commencement date of the annuity falls between December 2, 1989, and October 1, 1990.
Increases the limitations on the borrowing authority of the U.S. Postal Service.
