Mr. SMITH of Texas, Mr. PAXON, and Mr. DUNCAN) introduced the following bill;

A BILL
To amend chapter 13 of title 11 of the United States Code to prevent the
discharge of certain fines, penalties, and forfeitures.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. AMENDMENT.
  Section 1328(a)(2) of title 11, United States Code, is amended by inserting
  `or 523(a)(7)' after `523(a)(5)'.
SEC. 2. EFFECTIVE DATE; APPLICATION OF AMENDMENT.
  (a) EFFECTIVE DATE- Except as provided in subsection (b), the amendment
  made by section 1 shall take effect on the date of the enactment of this Act.
  (b) APPLICATION OF AMENDMENT- The amendment made by section 1 shall not
  apply with respect to any action commenced under title 11 of the United
  States Code before the date of the enactment of this Act.
