Electric Vehicle Technology Development and Demonstration Act of 1990 - Requires the Administrator of the Environmental Protection Agency to identify nonattainment areas (affected by conventionally fueled internal combustion engine vehicles) which are eligible to participate in this Act's program.
Directs the Secretary of Energy to select manufacturers to receive reimbursement payments for the development, demonstration, manufacture, and sale of electric vehicles in nonattainment areas.
