To amend part C of the Balanced Budget and Emergency Deficit Control Act of
1985 to include the pay of Members of Congress and high-level officers of
the executive branch within the coverage of the Act.

Mrs. MARTIN of Illinois (for herself, Mr. FAWELL, and Mr. TAUKE) introduced
the following bill; which was referred jointly to the Committees on Government
Operations and Post Office and Civil Service
A BILL
To amend part C of the Balanced Budget and Emergency Deficit Control Act of
1985 to include the pay of Members of Congress and high-level officers of
the executive branch within the coverage of the Act.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. DEFINITION OF ACCOUNT.
  Paragraph (8) of section 257 of the Balanced Budget and Emergency Deficit
  Control Act of 1985 is amended by inserting before the period the following:
  `, and such term includes any item for the pay of the Vice President and
  Senators or Representatives in, or Delegates or the Resident Commissioner
  to, the Congress'.
SEC. 2. PAY OF HIGH-LEVEL OFFICIALS.
  Section 256(g) of the Balanced Budget and Emergency Deficit Control Act
  of 1985 is amended by adding at the end thereof the following new paragraph:
  `(3)(A) Notwithstanding any other provision of this subsection, the rate
  of pay of the Vice President, the Director of the Office of Management
  and Budget, the heads of cabinet departments of the executive branch, and
  Senators and Representatives in, and Delegates and the Resident Commissioner
  to, the Congress shall be subject to reduction under an order by the same
  percentage as the respective `salaries and expenses' budget account for
  the office, department, or House of Congress in which such individual serves.
  `(B) It is the sense of Congress that the President should forgo pay by an
  amount which is the same percentage reduction as the percentage reduction
  in effect under an order for the `salaries and expenses' budget account
  for the Office of the President while such order is in effect.'.
SEC. 3. EFFECTIVE DATE.
  The amendments made by this Act shall be effective for fiscal year 1991
  and subsequent fiscal years.
