Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to allow home medical equipment suppliers who agree to accept the Medicare-approved amount as payment in full for standard home medical equipment to charge Medicare beneficiaries who request upgraded equipment an additional amount if the supplier first offers the standard item to the patient and provides the patient with an itemized list of all charges, including the portion to be paid by Medicare.
Sets forth penalties for violations of this Act.
