E. LUKENS, Mr. SMITH of Vermont, Mr. BENNETT, Mr. BALLENGER, Mrs. BENTLEY,
Mr. CRAIG, Mr. INHOFE, Mr. HILER, Mrs. SAIKI, and Mr. DANNEMEYER) introduced
the following joint resolution; which was referred jointly to the Committees
on House Administration and Post Office and Civil Service
JOINT RESOLUTION
Disapproving pay increases proposed by the President for Members of Congress.
  Resolved by the Senate and House of Representatives of the United States
  of America in Congress assembled, That the Congress disapproves that part
  of the recommendations transmitted by the President to the Congress on
  January 9, 1989, pursuant to section 225(h) of the Federal Salary Act of
  1967 (2 U.S.C. 358) which relates to rates of pay for--
  (1) Senators, Members of and Delegates to the House of Representatives,
  and the Resident Commissioner from Puerto Rico, and
  (2) the Speaker of the House of Representatives, the President pro tempore
  of the Senate, and the majority and minority leaders of the Senate and
  the House of Representatives.
