Ponca Restoration Act - Extends Federal recognition and associated benefits to the Ponca Tribe of Nebraska. Deems members of the Tribe in certain counties in Nebraska and South Dakota as residing on or near a reservation for purposes of receiving the benefits available to members of federally recognized tribes residing on or near a reservation.
Provides for the Tribe to be governed by an Interim Council until the Secretary of the Interior conducts elections to adopt a constitution and elect tribal officials.
