Amends the Education Amendments of 1980 to extend through FY 1994 the authorization of appropriations for the Robert A. Taft Institute of Government in New York, New York.
Declares that no funds may be appropriated for the Taft Institute for FY 1995 or any succeeding fiscal year.
Permits private contributions received by the Taft Institute in FY 1990 to be treated as received in FY 1991 for purposes of certain matching requirements.
