Homelessness Prevention and Housing Rehabilitation Act of 1989 - Directs the Secretary of Housing and Urban Development to provide financial assistance in FY 1990 and 1991 to expand housing supplies through rehabilitation for the homeless, people at risk of becoming homeless, and low-income persons and families under the following programs: (1) section 8 assistance; (2) modernization of vacant public housing; (3) rental rehabilitation grants; and (4) rehabilitation of State and local in rem properties.
Gives priority to: (1) programs for families of five or more members; and (2) programs for disabled persons.
Establishes a security deposit assistance program (plus one month's rental assistance) designed to encourage the permanent housing of the homeless and help very low-income families avoid homelessness. Authorizes FY 1990 and 1991 appropriations.
Requires the Secretary to submit an annual report to the Congress.
