Directs the Secretary of the Treasury to design and strike a silver commemorative medal for members of the U.S. armed forces who served in a combat zone in connection with the Persian Gulf conflict.

Authorizes the Secretary to strike and sell bronze duplicates of such medal, with proceeds in excess of costs to be used to reduce the national debt.

Waives specified procurement regulations, except for equal employment opportunity requirements.

Requires the Secretary to: (1) obtain silver for minting medals under this Act only from stockpiles established under the Strategic and Critical Minerals Stock Piling Act; and (2) take such actions as necessary to ensure that minting and issuing the medals will not result in any net cost to the Government.
