Mr. GUARINI (for himself, Mr. TORRICELLI, Mr. RANGEL, and Mr. MCGRATH)
introduced the following bill; which was referred to the Committee on
Foreign Affairs
A BILL
To extend scholarship assistance to students from the Andean region.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. SCHOLARSHIP ASSISTANCE FOR STUDENTS FROM THE ANDEAN REGION.
  Section 231 of the Caribbean Basin Economic Recovery Expansion Act of 1990
  (20 U.S.C. 226) is amended--
  (1) by amending subsection (a)--
  (A) by striking out `Caribbean and Central America' in the matter preceding
  paragraph (1) and inserting `Caribbean, Central American, and Andean
  regions', and
  (B) by striking out `Caribbean and Central American' in paragraph (4)
  and inserting `Caribbean, Central American, and Andean';
  (2) by amending subsection (b) by striking out `Caribbean and Central
  America' and inserting `Caribbean, Central American, and Andean regions';
  (3) by amending subsection (i) by striking out `Latin American and Caribbean'
  and inserting `Latin American, Caribbean, and Andean';
  (4) by amending subsection (j)(1) to read as follows:
  `(1) The term `eligible country' means any country which is receiving
  assistance under chapter 1 of part I of the Foreign Assistance Act of 1961
  (22 U.S.C. 2151 and of part II of that Act (22 U.S.C. 2346 and following;
  relating to the economic support fund, if such country--
  `(A) is designated by the President as a beneficiary country pursuant to
  the Caribbean Basin Economic Recovery Act, or
  `(B) is Bolivia, Ecuador, Colombia, or Peru.'.
  (5) by amending the section heading by striking out `caribbean and central
  america' and inserting `caribbean, central american, and andean regions'.
