A BILL
To require the Secretary of Veterans Affairs to establish a program with
respect to concerns owned and controlled by socially and economically
disadvantaged veterans.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. ESTABLISHMENT OF PROGRAM.
  (a) ESTABLISHMENT- The Secretary of Veterans Affairs is authorized and
  directed, utilizing authority substantially equivalent to the authority
  vested in the Administrator of the Small Business Administration by section
  8(a) of the Small Business Act (15 U.S.C. 637(a)), to establish a program
  under which the Secretary may make awards to small business concerns owned
  and controlled by socially and economically disadvantaged veterans for
  purposes of furnishing articles, equipment, supplies, services, and materials
  to, and performing construction work for, the Department of Veterans Affairs.
  (b) LIMITATION ON PARTICIPATING IN OTHER PROGRAMS- Effective upon the
  establishment of the program under subsection (a), the Secretary may
  not participate in any other program outside the Department of Veterans
  Affairs that is similar to the program established under subsection (a),
  including any program for small business concerns owned and controlled
  by socially and economically disadvantaged individuals. Nothing in this
  section shall be construed to affect obligations of the Secretary incurred
  before the establishment of the program under subsection (a).
