States with a program requiring the use of safety belts and motorcycle helmets.

Ms. SNOWE (for herself, Mr. RAMSTAD, Mr. FRANK of Massachusetts, Mr. GRANDY,
Mr. BOEHNER, and Mr. PALLONE) introduced the following bill; which was
referred to the Committee on Public Works and Transportation
A BILL
To amend title 23, United States Code, to repeal a penalty for noncompliance by
States with a program requiring the use of safety belts and motorcycle helmets.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. PROGRAM REQUIRING USE OF SAFETY BELTS AND MOTORCYCLE HELMETS.
  (a) REPEAL OF PENALTY FOR NONCOMPLIANCE- Subsection (h) of section 153 of
  title 23, United States Code, is repealed.
  (b) CONFORMING AMENDMENT- Subsections (i) through (k) of such section 153
  are redesignated as subsections (h) through (j), respectively.
