introduced the following bill; which was referred to the Committee on Public

A BILL
To amend the Federal Water Pollution Control Act to provide for improvement
of the quality of Boston Harbor and adjacent waters.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. SHORT TITLE.
  This Act may be cited as the `Boston Harbor Cleanup Funding Act'.
SEC. 2. BOSTON HARBOR.
  Title V of the Federal Water Pollution Control Act is amended--
  (1) by redesignating section 519 as section 520; and
  (2) by inserting after section 518 the following new section:
`SEC. 519. BOSTON HARBOR AND ADJACENT WATERS.
  `(a) The Administrator shall establish a grant program to make grants to
  the State of Massachusetts for use by the Massachusetts Water Resources
  Authority for constructing wastewater treatment works for the areas served
  by the Massachusetts Water Resources Authority.
  `(b) The Federal share of any construction project described in subsection
  (a) of this section shall not exceed 75 percent of the cost of construction
  of the wastewater treatment work.
  `(c)(1) For the purposes of carrying out the grant program under this
  section, there are authorized to be appropriated $1,000,000,000 for fiscal
  years 1993, 1994, 1995, 1996, and 1997.
  `(2) The amounts authorized by paragraph (1) shall remain available until
  expended.
  `(3) The amounts authorized by paragraph (1) shall be in addition to any
  other amounts authorized to be appropriated under titles II and VI of
  this Act.'.
