R. 4944 To amend the Congressional Budget Act of 1974 to require that the Congressional Budget Office prepare an analysis of the job loss or gain that would result from each reported bill. IN THE HOUSE OF REPRESENTATIVES April 9, 1992 Mr. PAXON (for himself, Mr. CUNNINGHAM, and Mr. DANNEMEYER) introduced the following bill; which was referred to the Committee on Rules A BILL To amend the Congressional Budget Act of 1974 to require that the Congressional Budget Office prepare an analysis of the job loss or gain that would result from each reported bill. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Job Impact Accountability Act of 1992'. SEC. 2. CBO JOB ANALYSES. Section 403(a) of the Congressional Budget Act of 1974 (2 U.S.C. 653(a)) is amended-- (1) by redesignating paragraphs (3) and (4) as paragraphs (4) and (5), respectively, and in paragraph (4) (as redesignated) by striking `paragraph (1) and (2)' and inserting `paragraphs (1), (2), and (3)'; and (2) by inserting after paragraph (2) the following new paragraph: `(3) an estimate of the job creation or loss which would be incurred in carrying out such bill or resolution in the fiscal year in which it is to become effective and in each of the 4 fiscal years following such fiscal year, together with the basis for each such estimate;'.
