State Health Care Reform Incentive Act of 1992 - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to permit States to seek waivers of program requirements in order to provide health care coverage under certain regular or alternative State programs.
Establishes Federal requirements for such State programs. Sets forth payment provisions.
