Postal Privacy Protection Act of 1992 - Prohibits any mailings which consist of circulars or similar unsolicited advertising from being mailed as third-class unless each piece or item which is a part of such mailing bears a notice disclosing: (1) whether the recipient's name or address was purchased as part of a mailing list; and (2) if so, the source and such source's mailing address.
