Amends the Immigration and Nationality Act to provide for U.S. admission of a nonimmigrant spouse or child of a permanent resident alien in order to: (1) visit the permanent resident spouse or parent; or (2) study in the United States.
Makes such an alien who overstays the authorized visa period ineligible for an immigrant visa for up to one year after his or her priority date has been reached.
