Trade and Technology Competitiveness Act of 1992 - Amends the Tariff Act of 1930 to establish in the International Trade Commission (ITC) an Office of Trade and Technology Competitiveness (Office) which shall monitor U.S. performance with respect to critical technologies and assess the long-term performance of certain critical technology industries of the United States relative to the industries of key competitor countries.
Requires the ITC to report to the President and the Congress a summary all studies assessing the relative international positions of key competitor countries in each of the critical technologies. Requires the Office to report annually to the Congress the ITC's analysis of the international competitive positions of the United States and key competitor nations in each of the critical technologies. Requires other specified reports.
