Extends, for a five-year period, coverage under the National Labor Relations Act and the Fair Labor Standards Act of 1938 to certain foreign flagships and other vessels.
Establishes the Commission on Compliance and Enforcement to study and report to the Congress on specified effects of this Act and problems with compliance and enforcement. Terminates the Commission 30 days after its report.
