Provides with regard to activated reservists participating in the Persian Gulf War for: (1) acreage base protection; (2) waiver of minimum rice or upland cotton planting requirements; (3) waiver of certain conservation requirements; and (4) farm credit assistance (borrower relief and loan modifications).
Authorizes the Secretary of Agriculture to provide for procedures by which a spouse or other close relative of an activated reservist could make farm program decisions.
