Native American Veterans' Memorial Establishment Act of 1994 - Authorizes the National Museum of the American Indian to design, construct, and maintain a National Native American Veterans' Memorial.
Locates the Memorial on the same site as the National Museum of the American Indian.
States that the National Congress of American Indians shall be solely responsible for acceptance of contributions and payment of expenses for the Memorial.
States that the United States shall not pay any of the Memorial's establishment expenses.
