Deficit Reduction Lock Box Act of 1993 - Establishes the Deficit Reduction Trust Fund consisting of amounts contained in deficit reduction lock box provisions of appropriation Acts.
Reduces discretionary spending limits by amounts transferred to the Fund.
Amends the Congressional Budget Act of 1974 to require that amounts resulting from reduced spending under general appropriation bills be placed in the Fund.
