African Conflict Resolution Act - Authorizes the President to provide assistance to: (1) strengthen the conflict resolution capabilities of the Organization of African Unity and subregional organizations established by countries in Subsaharan Africa; (2) provide for demobilizations of armed forces in Subsaharan African countries and for the reintegration of demobilized military personnel into civilian society; and (3) nongovernmental organizations engaged in mediation and reconciliation efforts in Africa. Earmarks funds for such purposes from foreign assistance funds allocated for Subsaharan Africa.
Amends the Foreign Assistance Act of 1961 to authorize the President to establish a program to provide education and training in conflict resolution and peacekeeping for civilian and military personnel of countries in Subsaharan Africa.
Requires the President to develop an integrated long-term plan to support the enhancement of conflict resolution capabilities and demobilization activities in Subsaharan Africa.
