To amend the Clean Air Act to allow emission reductions caused by fleet 
 turnover to be credited to the emission reduction requirements of the 
                                  Act.

                                 A BILL


 
To amend the Clean Air Act to allow emission reductions caused by fleet 
 turnover to be credited to the emission reduction requirements of the 
                                  Act.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. FLEET TURNOVER EMISSION REDUCTIONS.

    Section 182(b)(1)(C) of the Clean Air Act (42 U.S.C. 7401 and 
following) is amended by adding the following at the end thereof: 
``Emission reduction attributable to fleet turnover shall also be 
creditable against such required reduction.''.
