Prohibits the Secretary of the Interior from making releases for the restoration of flows between Gravelly Ford and the Mendota Pool on the San Joaquin River as a measure to implement the Central Valley Project Improvement Act without a specific Act of Congress authorizing such releases.

Repeals provisions of such Act directing the Secretary to develop a comprehensive plan to address fish, wildlife, and habitat concerns on the San Joaquin River.
