Northern Great Plains Rural Development Act - Establishes the Northern Great Plains Rural Development Commission to study the economic needs of, and develop a ten-year rural economic development plan for, the Northern Great Plains (North Dakota, South Dakota, Nebraska, Iowa, and Minnesota).

Requires interim and final reports with specified recommendations regarding: (1) regional collaboration; (2) capital; (3) business development; (4) infrastructure; (5) human resources; and (6) Government programs and policies.

Terminates the Commission on the earlier of: (1) 120 days after submission of its final report; or (2) two years after enactment of this Act.

Authorizes appropriations.
